Hazmat 1 went in service in June 2005, serving both the City of Springfield and communities in Clark County. The special unit is based at Fire Station No. 1 on North Fountain Avenue. It was built by Sutphen Corp. plants in Springfield and Dublin, Ohio, and financed by a federal government grant. Hazmat 1 is owned by the Clark County Commissioners and staffed by Springfield firefighters.

Foam 11 of the Springfield Fire Division was placed in service in the mid-1970s at Fire Station No. 1. The 750-gpm pumper was assigned to Engine Co. 3 prior to its conversion to a foam wagon. The rear hose bed was modified with the addition of a foam nozzle and high-expansion foam equipment. Foam 11, on occasion, responded to fires at the International Steel Wool Co. plant on the city's west side.
